Some sort of record clamp?

Does anyone recognize this item. It looks like a record clamp, if a record was inserted between the felt pads, the center would fit neatly onto the spindle but would raise the record about 10mm above the turntable. I can't make any sense of it. It's 62mm diameter. No markings.
