The Phonograph Shop stocks the same style winding ratchet for a Victor M. I don't know if it is interchangeable with an E, but detailed specs are on the website, so you may be able to confirm.

I had two made for $25.00 each several years back. I only ever used one of them. I believe it is the same, 11 tooth gear. Take a look at the pictures.
