When did Victor stop making single-face black-label 10" records ?
Did they drop single face 12" at the same time ?

According to Michael Sherman's book, they were issued through 1913, and dropped from the regular catalog in 1919. From the charts and the text in the book, I infer that these dates apply to both 10 and 12 inch formats.

Yes, I believe single face and double black labels co-existed for awhile beyond the introduction of double face black label discs in 1908-1909. Though the 1919 drop date is interesting. Is that referring to using up old stock? Because I've never seen a single face batwing black label disc.

I went back and looked in the Sherman book, but it didn't say whether the black single face records were simply old stock or not. Like you, I can't recall seeing a black single face batwing. But maybe someone else has.

It seems like I have seen a single-sided black batwing somewhere but I don't remember where it might have been. I do have single-sided black patent labels in both 10 and 12 inch sizes.
