Anyone Seen these Labels Before..??.

I came across a couple NOS paper Victor labels. I'm trying to determine what these would have been placed on. These are paper "wet and stick" type of labels. I wonder if maybe for record sleeves...??. Anyone have a rough date given the term "new black" Tungs-tone needle...??.

These may have been advertising "paste-overs" for a counter display to advertise the new needles...
