If it slows down it seems to be running at least. Probably just needs a good cleaning and maybe replace that 100 year old needle.
in any case, 60$ is not bad.

If its near you I'd grab it for 60.00, looks like it
would clean up nicely and probably only needs some
minor cleaning and oiling and checking of the springs.
Could be just a simple speed adjustment.

It's not an "X-1A," it's an XI-A, among the first of the newer XIs ((the final version, in fact), with the revised cabinet carvings (upper front corners simplified, cf. XI-G) and the "fat" tone arm with no. 2 sound box (added 1919). Definitely worth $60. Expect to perhaps spend some $$ getting it in top shape (CLA moving parts and sound box rebuild, for starters). You'll enjoy that Cugat Rumba album, too! And the "White Christmas" with Der Bingle---now that's the berries! 
Another thing to like about the late model XI style is the enlarged horn, which complements the tone arm and sound box revisions. Go for it!
