It looks to be the correct size for a IV but a III could certainly have been upgraded to include the next size larger horn.

I agree it appears to have been repainted. The pin striping is too bright and wide.
I too would have to concur regarding the gold lines. They are not factory done. Not only are they too wide, they are too crudely executed. The #24 horn was offered with the Vic.V. It was an option for the Vic.IV.
However, a customer could have ordered the horn for any model.
It was
not offered as standard equipment in Victor catalogs for a Vic.III.
Here is a #24 in original condition (see attached).
The horn you show is a 10 panel horn. The #24 is eleven panels. The horn you are showing is a #22 or 22" wide horn.
If so, this size horn was offered with a Vic.IV and an option for a Vic.III.
A #19 horn has nine panels and is 19" wide. It was offered on a Vic.III.

I know no one that buys like this. Selling in this unusual fashion can make people suspicious IMHO.
