Repairing cylinder sleeves/correcting Indestructible misfit

Where might I find material for restoration of cylinder sleeves? I believe there is a source or two for complete sleeves and/or caps, but wonder if there is a source for the bottom caps (both internal and external), which are often missing and could be replaced.
Also, how may one correct the fit of Indestructible cylinders which refuse to go on the spindle? The cardboard lining appears to have partially detached or swelled on a few of mine, but the material does not seem likely to yield to the usual reaming which works on the Blue Amberols. I've considered making an abrasive-wrapped tapered arbor for the purpose, but don't like the idea of leaving abrasive grit embedded in the remaining liner material.
