If anybody has an explanation other than a bored factory worker, I'd love to hear it...

So I just checked another 2/4 minute mandrel whose end was also stamped, but with "H B I", so I am assuming "HAPI" is just a coincidence and these are identifying marks for assembly?

I assume it's just indicating "Home", "type A", "type B", etc . My Triumph mandrel says " T B 1 " , which means somebody used the wrong part, because it's a Model A Triumph ! But they made it work.
