Unidentified location with a phono

This was posted on a Buffalo history site, but I don't believe it was taken at our old Public Library (that place was much more elaborate, with nice woodwork, fancy electric/gas lights, rugs, fireplaces, etc) ... Anyway, notice what appears to be a Graphophone & cylinders on the table, ready to distract everyone from their reading !
