Need Help With A Nipper Snow Globe - Please

I'm afraid Nipper has soiled his water and I could use some help.

How do I separate the base from the globe?
*
What liquid should I use as a replacement?
*
Is there something besides glitter to use as snow? I'd love to have something white.
