Thanks for all the comments!

It had been retrofitted with an electronic tonearm. (You can see a small hole in the deck just before 12 o'clock. There was also a small hole in the back.) But it wound and unwound. The arm was apart. I had an extra bracket to hold the arm. My question is there anything between the tone arm and bracket, like a ball bearing race? The arm doesn't turn smoothly. But it might just need some oil.

I am going to call it my poor man's Circassian machine! Yes, it was a CL find. Despite the fact, I feel I am running out of room, there is always room for another upright, if it is a nice looking machine.

Yes! There is a race and ball bearings. That should fix it and make it turn smoothly.
