That's a good thought, and one that had occurred to me. Tonight I tested that theory out again but it doesn't appear that the weights are making contact with anything.

There is good news, though. After studying the confounded thing in operation some more I was still unhappy with the end-play in the governor shaft. So I tried inserting another paper shim in the worm gear end bearing. As when I tried this before, it didn't want to start up at all after reassembly with the extra shim, but after some coaxing it got up to speed and with a noticeable decrease in the speed variation! There is much less "bouncing" between the speed pad and friction disc, which I think is what is causing it to intermittently slow. The speed variation is still quite noticeable when playing a record, but it's definitely better than it was. Maybe I'll try adding one more paper shim and see if that helps or if the machine just bogs down completely. It's certainly not "fixed" but this is the first real progress I've made on this.
