Has no connection at all to Louise Brooks- it is from a 1930's talking picture with a character named Louise.

As Wolfe stated, it was from the 1929 film Innocents of Paris, where it was performed by Maurice Chevalier, which I am aware of. However, Louise Brooks was a well known actress/flapper of that era and the name Louise or Lou-Lou/Lulu was very much associated with her... who knows if she was the inspiration or not for naming the movie character?
