How to replace a governor pad ?

I have recently acquired a very rough hmv 97 and the motor was extremely fast and made a loud scraping sound and upon inspection the governor pad was worn flat againt the arm that holds the pad. And I wondered what can it be replace with ?

I use a treadle leather sewing machine belt. They are still being made. If you buy one of these belts, it will last a lifetime. They are great for brake leathers used in disc and cylinder machines.

So do I, It's also good for replacing the pad on handbrakes. If you send me a PM with your name and address, I'll pop a bit in the post for you.
