Thank you George and Chuck for your advice. Since my Pathé is a slip on mandrel this should work quite well. I just was not sure if sandpaper would be appropriate for wax cylinders. I am traveling this week but will try this out once I'mback home.

Finally found time to work on this. Was a bit of a hassle at first to make the sandpaper stay on the mandrel, but after a bit I was able to sand enough off the inside of the cylinder to fit it on the mandrel. Unfortunately the content on the cylinder wasn't such a revelation, but the Pathé Modele 0 is more of a display piece anyway.
