Poly sleeves aren't the best way to store 78s. Paper will do just fine. As stated above, static isn't an issue with shellac, but poly can be problematic. The poly will hold dampness should your discs get exposed to it and humid conditions can do the same thing. You'll wind up with spots of mildew on the surfaces. A few years back, I bought several boxes of 78s that were stored in poly lined sleeves and at some point, they must had been exposed to extreme humidity / dampness. Every single disc had mildew and I spent weeks cleaning and re-sleeving the ones I wanted to keep. There were also a number of Edison discs in these and a number of them (not all, though) seem to have had the poly lining react with the surfaces of some and it left a filmy look on them that wouldn't clean off, but it didn't seem to affect play after I cleaned them.

Nauck's sleeves are indeed great, but I too only keep my best records in them. The rest go in Bags Unlimited sleeves. I've never had an issue with them and if you buy in large quantities, they get cheaper.

The Bags Unlimited gold color sleeves are good. They are semi rigid and slightly oversize. The paper they are made from feels the same as the big yellow mailing envelopes.

I'll agree on Bags Unlimited. If you're getting enough sleeves, and you're close enough for it to be worth the trip (or picking up a hoard off craigslist nearby), I've found you can get a discount and/or some free record cleaner thrown in for picking up your order in person in Rochester.
