Yes, but not the Victor factory.

That's a "Crescent Tone Regulator" manufactured by the Crescent Talking Machine Co. in Chicago. This device and a couple of others are illustrated on page 125 of Antique Phonograph Accessories & Contraptions. Several other devices designed to do the same thing are illustrated on pages 84-87 of Antique Phonograph Gadgets, Gizmos, and Gimmicks.

Incidentally... don't know if you've ever heard or used the phrase "put a sock in it!" for "quiet down", but this is exactly where this comes from... the early outside horn phonograph era!

Incidentally... don't know if you've ever heard or used the phrase "put a sock in it!" for "quiet down", but this is exactly where this comes from... the early outside horn phonograph era!

I know, sharing this tidbit is part of every phonograph presentation at my home. Everyone knows the phrase, so it's always a big AHH when they learn where it comes from. At the Johnson Victrola Museum in Dover, DE they even keep a big old woolen sock around to demonstrate it to every visitor.

There was a Collector - reproduction part maker named Cecil Dancer who has passed away , he used to make them i had some of his over the years so some of the reproductions may be floating around as well.
