IMHO, no. Very few Blue Amberols reach the $749 price point and those few that do are mostly the ones with very high catalog number (5700+) that were pressed in minuscule quantities.
The seller does correctly explain that this cylinder was recalled and why, at least according to Dethlefon's(?) Blue Amberol books. It is a rare cylinder - I don't recall seeing another copy on eBay in a very long time - but I don't think the asking price is justified.
Also, the original Diamond Disc version, which of course was not recalled, is not hard to find.

I have heard the DD version and in my opinion it is not that exciting... Especially not for $749. I love odd records and cylinders, but I personally wouldn't pay $100 for it...

The cylinder was recalled because in the routine they talk about a "brand new Edison disc phonograph for Christmas". Needless to say, that didn't go over well with the Edison cylinder dealers.
