This seems to be a mixture pf parts....The horn looks like a radio version and someone put a piece in the bottom to it would fit (new metal). The bottom is new material. The crank hols was relocated and the "Max Glucksmann" plate was put on to cover the hole. The base with the new bottom seems to be a slightly different finish to the cabinet. The cabinet was either well preserved or new. The top and turntable and all seem original to whatever make this is. The motor says "Polydor 30".
The "Max Glucksman" plate may have nothing to do with this, I know he was a record mogul in South America, but from what I read he didn't make phonographs. See Pictures.
Spring is fine, just need to find the proper tone arm.

I think you've explained it completely. It's a marriage of parts and radio/talking machine technology. I'd also suggest the value and desirability to be very low.

The cabinet and back bracket look genuine enough, and the Max Glucksmann plate is a dealer's plate and - if it was ever on the cabinet - would indicate he retailed it.

There was at least one machine made that had a horn shape like this. I think it was French. Not saying this is that machine.

The way in which the horn is flared at the top, and the relatively "straight" throat is different from early radio horns I've seen. I'm no expert, though.
