If it fits a horn of that size without an adaptor, it must be a Victor II elbow. I believe the #19 Flower horn was an upgrade for the Victor II. Jerry B.

The later Victor I used the same elbow as a Victor II. The Victor #19 horn was standard equipment for a Victor II and III. It was an upgrade for the Victor I. For the early Victor I, an adapter was needed. For the late Victor I, this would just fit in the elbow as shown in the picture above.
