4 early Victor Reproducer Mounting RINGS ????

I've seen this auction go up a couple of times...and for the life of me, these don't look like anything I've ever seen on a phonograph. Is the seller blowing smoke, or are these actually part of a phonograph that I've never noticed? Anyone have any clue what they are?

They don't look familiar to me.
Why do we need signatures when we are on a first avatar basis?

In the description, he mentions Dictaphone which as we know is not a Victor product.

My vote: blowing smoke.
