Erratic speed on Edison B-80

Rebuilt everything but once I put it under power by putting on a record I get erratic speed. It speeds up and slows down. I’ve adjusted the governor, adjusted the belt tensioner, cleaned all the bearings. Any ideas?

Have you tried a little rosin or similar on the belt and pulleys? I found that helped on my A-80.

Do I apply it to the belt? I ordered some from Amazon. Could it be the mainspring?
