Columbia Q Question

Columbia Q Question
With the Columbia Q, I see them with a black base, decal and flowers, and I see them with a plain silver base. Are the silver base models ones that had the paint stripped or did they come from the factory in both versions? I am aware that cases were optional, did that play into it?
