I'd be tempted to leave it as-is.
I don't disagree. So many times we look at a Home and it's just another machine. We're talking about this one. It has interest.

There should be a couple of rings around the carriage rod. A machine in the two minute mode should take one minute to travel that distance. The rpm of the mandrel is the same for two and four minute operation. The difference the engagement or speed of the feed screw. On a regular two minute Home the feed screw is part of the whole mandrel assembly and is fixed in place. A conversion kit for a Home or Triumph requires a whole different mandrel with a separate feed screw that is not permanently attached to the mandrel shaft. (Maybe someone else can explain this better than me! :x )

Jerry, this one takes about 2 minutes between the markings on the carriage rod and about 4 minutes to move the length of a cylinder.

So, if it takes two minutes to go from one mark on the carriage rod to the other, it must be a four minute player. It's possible that the handyman replaced the two minute stylus on your C reproducer with a small one for an H. If that is true, can you try playing a four minute cylinder and report back? Can't wait!

It is difficult for me to tell which record this machine was modified to play. The original feed screw had a 1:1 ratio to the grooves on the record. The modification shows at least half as many grooves per inch on the feed screw, plus the gear reduction may be about 8:1. That does not work out for either length recording, except if there is an additional 2:1 conversion. Unusually strange, there may be more to the story.
