How do you play these? Are they actually safe for steel needles?

They were originally designed to be played with steel needles. However, I would not play them with steel needles, they are old and I would recommend playing them with a modern turntable.

A record hold down keeps these from rotating on the turntable when played... A cheap hold down can be easily made from a tubeless tire valve. Tire shops throw these away when changing tires. Just cut the large end off and you have a hold down that works great with any record...

Archive.org has digitized the complete run (I think) of the Hit of the Week series. That's almost 800 recordings! You can listen to them here, and no needles are required!
