Shabby yes. Chic? Don't know about that. At least it looks like the horn is there. That looks like a Victor 12" turntable so maybe it has an original electric motor in it instead of being a conversion. This guy probably doesn't know that any of these ever were electric. Could be worth a look if you live in the area and want to do a major restoration. An 8-12 is a great machine if it can be saved.

That paint job predates the Shabby Chic stuff, it was probably intended to be "French Provincial"- antique white with some gold trim.
