I took apart, cleaned and re-lubed but having trouble adjusting everything.

When I get the reproducer height set, the feed rack and worm gear don't meet each other so arm wont move, if I adjust the gears to mesh, then the reproducer is so heavy it stops the platter.
I am following the instructions I found on the internet. adjusting the horn pivot screw. And lift shaft handle.
This was the issue before I took it apart.
What am I missing? Is there an order that it should be done in.

Since you included the picture, I assume you are using the instructions in that link viewtopic.php?f=2&t=476 That's all I ever did, even though sometimes it takes a few tries.
