If it was not factory painted, it was done a very long time ago early in its life.
One can see surface rust where it has eaten into the gold paint and the lead paint has flaked off here and there on the flowers, that all didn't happen just recently.

For what it is worth, I think that the inside of the horn is at least mostly original, but the outside looks to be a repaint. It also looks a bit odd in the area of the hanger.
