Opera double governor springs

Hi all, I'm finishing up an Opera renovation, which included full disassembly, cleaning and moving everything to a new bedplate. When I disassembled the governor for cleaning, I came across what is a double spring on each of the 3, but on one side only. I would guess this is somehow to smooth the operation, but am interested if anyone has additional info.

My guess is that a past "repairer" could not source the proper length springs and did this to get by.
