Yes, yes... True, it could well be... Unequal friction along the disc surface, or a sticky area, they can make it chatter...
As close examination of the leather pads will tell... Maybe it could be also necessary to renew them, or replace for new fresh leather or thick felt pads, wetted in fresh oil. But the disc surface being absolutely clean, flat, centered and uniform, is a must. This is the fastest and more delicate wheel in the motor. And not only the noise, but any flutter or wobble when playing can be caused by the governor not working soft and uniform.

I have seen similar problems when the governor is positioned so close to the yoke that the screws holding the springs can touch it and cause a rattle. The solution is to move the governor assembly slightly toward the other end of the shaft.
