Is anyone familiar with what this is? I would imagine a Vic IV would look nice
sitting on top if it.

That's a handsome piece. If it's for a phonograph I suspect something European, it could also be a music box stand.

I'm thinking it may be a disc music box stand. The inlay band probably went with the inlay under the lid of the music box. I cant think of a company that the inlaid letters TC might stand for, so I wonder if this was made for private customer or perhaps a furniture/music shop?

Most probably the owner- or possibly as hotel or restaurant.
John is right- it could be a sheet music stand as well, though I think something sat on top. There's a door or drawer missing from the top section and without that its hard to know just what it is.

Here is another shot of the top. Its seems to be made for something to sit on top since there
is a piece of trim at the back.

The spell on the back of the top is a dead- giveaway that it is a sheet music stand. NOT for any phonograph or music box.

No, I disagree with that. The piece on the top is so plain (in contrast to the rest of the stand) that it's obvious something was supposed to sit on it to hide it, and not a pile of music. Could have been a big porcelain urn or something.

It almost looks added on, or like parts are missing judging by the 2 holes along the top of the rail.
Surely 2 original screw holes wouldn't have been left open like that, to fill will dust & dirt.
