Is this an art model?
Seems fancier than the average off-brand machine. Anyone familiar with this model?

I doubt it. It looks like a common British off-brand machine in the Jacobean style, like the ones below.

I'd second the opinion that it's British. It's a period-style case but not an Art Model as these machines were very popular in the UK. The oak cases can be very attractive.
