It’s a Victrola 2 spring motor from 1917 or later.
I’m currently fussing with one right now.

Hi Lee,

It is a common 2-spring Victor motor, typically found in a VV-XI and similar.

Harold Braker of British Columbia wrote a treatise about Victor motors, I bought his book many years ago. It is now available on line at this link and I believe it is in the APS Archives although that archive is particularly difficult to search unless recent advances in the search function were made.
