There was a lively discussion about a questionable VV-130 some time ago relating
to the finish. This label is listed as "Circassian and American walnut". Could
this have been a custom ordered cabinet or perhaps a hybrid due to WW1 supply
shortages?

The license note was permission to use or sell the machine. The label for American and Circassian was the same because they both were a $50.00 cost adder. That would control the minimum price a dealer or anyone else could sell the machine. Once Macy's broke the price control the label wasn't as necessary. It no longer carried the minimum price you could legally sell the machine for.
