Ifound a motor at a swapmeet that intrigued me

Iso i paid one dollar for it, it is mainly Brass or bronze w/a three weight govenor it has a wind gear and two other cannister shaped gears with a tapered output shaft and the words The Motor of Quality on one side plate and the other has P5001 and thats it. anyone have any info on what its for?
