Is this wooden ring around the turntable a regular feature?

Up for auction is a Victor Talking Machine model C. The phonograph is not complete as you can see. It is not known if the motor is functional because we can't seem to find the power cord...ha ha! This is all original as far as we know and could be used for parts or for restoration. Very nice oak cabinet. If you have any questions we would be happy to try and answer them. This is a vintage piece and will be sold as is, no returns. Thanks!!
