The current Ho-Ho-Ho, red cheeked, rotund Santa was cemented into our culture in the early 30's in Coke ads--In many of the late 19th and early 20th century depictions he appeard rather gaunt and...well, old. The robust Ho-Ho-Ho laugh is a fairly new addition given that Santa in one form or another goes back to the early 1600's I believe-- It was through Coke commercials and others in the 40's that the jolly ho-ho became the new normal. If you watch very early cartoons, the "laughter" of characters had a more sardonic quality-- A bit scary by today's interpretation, but was likely what kids of the late teens and early twenties were expecting to hear from the Santa in their Phonograph. Harry Humphrey was an accomplished elecutionist that likely researched his characters very well. But.... I still get creeped out by his Santa laugh! :)
