Gauging by the use of electric contacts on what looks like a flywheel, and the odd carriage.........one would think electric phonograph! BUT, if you look at the "mandrel" there seems to be a holder on there of some sort....maybe for paper. This could be a data recorder.....akin to a seismograph, with an ink stylus?
