Breakdown and clean up as it stands- just Neverdull, 0000 steel wool and WD-40 so far. Half nut and feedscrew seem to be serviceable. Had to use a wooden dowel and hammer to get rear shaft out but the rust came off surprisingly well. There are lots of missing paint spots and most of the gilding is gone. Is it a waste of time to try and touch up and try my hand redoing the decorations with Testors/other gold paint?

So.. Feather in both paint and decals or repaint completely and apply decals whole. I like originality but in case i sell or trade down the road, what would be preferable? Also, if blending/touching up, is there a good tutorial?

from the pictures you've posted it doesn't look that bad at all. the most I'd do is put new decals and weather them a bit on the usual wear spots.

Top frame will need some re-glueing- tried some alcohol and fine steel wool on the underside- too light now? Is the method for filling in paint chips still the same described in The Compleat Talking Machine? It's not bad except on the arbors and edges- just need to figure out how to best blend old and new

Alcohol will remove the finish, not clean it.

I have used 0000 steel wool and Fantastik. Others like to use GoJo, (with no pumice!).

Whatever method you use, go easy so as not to wear away the finish, only the dirt.

I tried the non pumice (Permatex- no luck hunting the Gojo version) but it didn't have any effect- maybe if made a poultice but was worried about swelling/warping the wood. Took along a few bits of hardware to clean while at work this week.
