Thank you everyone for your help! I was able to tap out the shaft and bearings. I got the PB blaster and it worked for the bushing holes for the shaft.

Only issue now, is that the big gear (depicted below) is almost FROZEN to the shaft. Are there any other lubricating agents or other treatment I can do to get it to slide freely off of the shaft? The smaller gear is perfectly loose, but this big one is really frozen.

I think this machine is relatively simple.. what makes this difficult, is, as one poster said above, 100 years of gunk that is binding everything. It probably was a breeze to service these machines during their heyday.

I've used this Kroil penetrating oil with good results....but any good penetrating oil should work.

I would also say let it soak more in penetrant. The governor drive gear is delicate and banging on it too much could bend it and your regulation would not be right. If you could apply heat to it, and then spray the PB blaster again it should work. Kroil though is amazing stuff and I have used it on really stubborn pieces, but it is expensive. From the photo it really looks like the motor should be fully disassembled, and cleaned if you are going to use it much.
