That makes sense. It looks like the right dimensions to hold the crank. It looks like it was done many years ago. I'd leave it alone. It really adds personality and uniqueness to an otherwise common machine.

Well, unless the horn was full of records, that is were I'd place the crank.

The lower piece looks like is is supposed to receive something gently. Phonogal's guess is a good one.
On the bottom bracket, what is the piece just below the hole? Cork? If so, cork was typically used to provide electrical and/or heat insulation or to protect glass. Maybe a clue there.

We might never know. If it were mine, I would likely remove the brackets and keep them in an envelope, with a note about where and when they were found, inside the machine.

The strap looks like it was made to fasten electrical conduit to a wall... take it off.

Pondering it over, I think a previous poster may be correct. It may have held a small vial for a flower... That was big back then!
