The shim needs to be on the outside of the elbow neck to be of any possible use at all. However, if getting it round again has done what you set out to do, then good enough, I guess.

Thanks - I was hoping if it was back to it's original shape I wouldn't need to shim - but I think I need to as it is sagging more than I like. I will get a piece of spring steel - when you say ½ to 1 inch piece I don't quite understand - I think you are talking width along curve of the elbow - what height should I try (i.e. full height as inserted - which would be about ¾ inch)? click on pic and it should orient correctly - Sorry for my confusion - Jim

You can go to an auto parts store and or a machine shop and and buy brass shim-stock of varying thicknesses of 1 thou. (too thin) to 10 thou. and more.
If the elbow is worn thin at the edge where all the weight is, that will have to be repaired, so I believe that adding that spring steal from the hole saw on the inside of the elbow will help in a situation like this.
On my elbow, I took a wood dowel, put it in the vice, and used that to tap the elbow round again.
I also flared the edge slightly to keep it straight again and greased things to keep it from wearing further.
Check the inside of the casting of the bracket, it's possible that no matter what you do to the elbow, there may be a worn groove in the casting that will always allow the elbow/horn to sag.
I suppose in this case, once the cast iron is "scuffed" some JB-Weld can be used to "square" up the support bracket with a Dremel tool or a round dowel and emery cloth to bring it back to spec.

Please see my detailed solution in Victoria V restore I am doing - an honest repair I think. Horn swivels as it should and seems like it will last.
