Why strange? Well, for one thing, on a good day you could get a complete half-decent 163 for less than that (there have been two on eBay UK recently). For another thing, that horn looks like it's ALREADY inside an HMV 163! Do you reckon the rest of it will appear piece-by-piece over the next few weeks?
Helpfully, in the "People who viewed this item also viewed..." section, eBay suggests other parts that might help to make a complete set.
I guess someone with a decent empty cabinet that didn't cost them much could be quids in with this, but it looks like it could be an expensive way of building a fairly common machine.

I happen to have an empty 163 cabinet, however being in the USA I have no hope of ever finding the individual parts to put it back together. I bought it thinking I would scrounge some parts, but it's been sitting in my garage for years as a storage cabinet. And there's no way I would pay 400 quid for just the horn considering I bought a very nice complete 163 locally for $500.
