Retrograde that character has haunted me since you adopted it.
I thought it was from a Sniffles the Mouse cartoon, searched a bit on that path and soon gave up.
I just remembered that you can search an image with Google and found the answer... Owl Jolson!
It's just one of the things rediscovered in the course of a lifetime.
