What makes it specific to the VTLA I don't know, but here's a nice little hand-written record index that nobody seems to notice:

This index was used on the VTLA because of the string that hooked on the knob of the slide out shelf. This index was used on the early Queen Anne Victrola XIV, as well with the early table top VV X, XI, and XII. These are not as common as the later index.

I picked this up to display with my VTLA. The cover matches the record box exterior almost exactly. Thanks for posting.
