I believe it is a Sonora record indicator that was on there higher priced models that would tell you how many records you can play on as you wound up the machine and played it.

Yes, that's exactly what it is. Unfortunately they require special bits on the motor, so you can't retrofit or adapt it to motors other than those from the specific Sonora top-line units. The patent is available online so you can see how it worked...quite a clever design.
