I recently purchased a Victor Junior. It is missing the license notice. Victor Juniors don't have a metal name tag--the serial number is written on the license notice--thus, I have no serial number. I see on mine as well as some photos on the internet that there are four numbers stamped into the wood under the turntable. If you have a Junior with a license sticker intact--does your serial number match the numbers stamped under the turntable?
