since its acoustic reproduction i would say yes
and since this type of voice box is still being used in some new collectors toys as well as some japanese toys you could say that the talking machine has never been out of production

In the literal sense - it's a machine that talks - yes, but realistically no, for the simple reason that you can't change what the machine plays.

I never realized how fascinating these little toys were, until this post sparked my curiosity. Check out this video showing how one works, there is a 12 groove "puzzle" record inside with the animal noises that are mechanically played with a vertical reproducer.
