A client disc pressed by the International Record Company in Auburn, NY.  These date from the 1906-1908 period.  Leeds & Catlin pressed some of these Eagle Records as well, and these can be ascertained by the matrix number being a mirror image ("backwards").  
 
The Globe Talking Machine Company in Cleveland Ohio marketed a machine (a re-labeled Talk-O-Phone) with a decal quite similar to this record label.

The Eagle label is one of my favorites. I remember finding a cache of 12 Faultless one sided records in Edmonton Alberta.
