According to the Rolfs book "Nipper Collectibles Vol. 1".... the Victor advertising dept was hoping Victor dealers were willing to buy this baseball display Victor first offered on August 15 1921 to place in their front windows. Dealers would then arrange The small stadium with the 24 players (12 red & 12 blue) and 1 Umpire Nipper and utilizing regular Penn Nippers as spectators.
The dealer would have his name embossed into the base of each Nipper and given away as promotional pieces.
Victor even suggested that dealers record the scores of hometown games, National League games and especially the World's Series scores "inning by inning" on the scoreboard provided.
What a way to draw a crowd in front of your window. Probably not seen again until TV's were placed into store windows...

This is the first baseball Nipper I have been able to buy.
If any members have more or enough (twenty four more)...we could have an "away" game....

As far as I know....the ribbon around this Nippers neck is a past owners addition...
